Add gin, vermouth, Campari, cocoa bitters, and ice to a mixing glass. Stir for 30-45 seconds. Strain into a lowball glass filled with fresh ice. Express orange wedge into glass. Carefully cut a slit into chocolate orange wedge. Garnish with chocolate orange wedge and orange twist.
